As of January 2001 the population of Ukraine is 46,372,700 - Ukrainians make up 77.8% of the population. Other significant ethnic groups are Russians (17.3%), Belarusians (0.6%), Moldavians (0.5%), Crimean Tatars (0.5%), Bulgarians (0.4%) and Tatars (0.2%). Ukraine is a unitary state composed of 24 oblast (provinces), one autonomous republic Crimea, and two cities with special status: Kiev, its capital, and Sevastopol, which houses the Russian Black Sea Fleet under a leasing agreement. On February 5, 2008 after 15 years of negotiations, Ukraine was invited to join the World Trade Organization.
